Accessible Tourism

Accessible tourism enables all people to participate in and enjoy tourism experiences. More people have access needs, whether or not related to a physical condition. For example, older and less mobile people have access needs, which can become a huge obstacle when travelling or touring. Thus, accessible tourism is the ongoing endeavour to ensure tourist destinations, products and services are accessible to all people, regardless of their physical limitations, disabilities or age. This includes publicly and privately owned tourist locations, facilities and services.

For persons with disabilities, travelling can be a challenge, as finding the information on accessible services, checking luggage on a plane, booking a room to fulfil access needs, often prove to be difficult, costly and time-consuming.

Challenges for persons with disabilities include:
• Untrained professional staff capable of informing and advising about accessibility issues
• Inaccessible booking services and related websites
• Lack of accessible airports and transfer facilities and services
• Unavailability of adapted and accessible hotel rooms, restaurants, shops, toilets and public places
• Inaccessible streets and transport services
• Unavailable information on accessible facilities, services, equipment rentals and tourist attractions

Accessibility is also an important aspect of realizing the rights of the world’s ageing population. As we grow older, our chance of experiencing a permanent or temporary disability is increased. A focus on accessibility can therefore ensure that we are able to participate fully in our societies well into our older years. Accessibility also benefits pregnant women and persons who are temporarily rendered immobile.

The improvements to physical and service infrastructure that come with a focus on accessibility also encourage a more multigenerational focus in development planning. For families with small children, accessible infrastructure – particularly in transportation, city planning and building design – improves the ability of these families to participate in social and cultural activities.

What is Suitable Access?

It might seem obvious that suitable access means different things for different projects. We need to establish the extent of access required for your project so that our advice is targeted at achieving your outcomes. In short, suitable access is access that is suitable to your requirements. Some examples of four client bases are:

  1. Oftentimes, this means regard to the Disability Discrimination Act and the Access to Premises Standards, as well as its Access Code. The Access Code has been incorporated, in general, into the National Construction Code (BCA). Usually, our clients consisting of builders, architects, designers and developers, are looking for an Access Report assessment which is required by the Council or Consent Authority for the purpose of obtaining a Development Consent.
  2. Other times, it is a requirement of a client's express design criteria, which must be achieved to satisfy the explicit needs of the end-user.
  3. Occasionally, we are involved, along with occupational therapists and other specialists in the medical field, to devise a custom solution for a particular individual, or groups of individuals.
  4. Also occasionally, we are designing for a family directly with their own full appreciation of the access requirements and who wish to be advised on available solutions.
  5. Rarely, an alternative solution is being sought to satisfy the conditions of approval for Construction Consent.
  6. Some clients want assistance in ensuring that the construction details meet the standards, and require a detailed audit of Construction documents prior to or during construction. Later, obtaining our certification of compliance upon completion of the building work.
  7. Some clients require consideration for a combination of a number of the above scenarios.

Uniform Building Bylaw 34A

By-laws 34A of the Uniform Building Bylaws (UBBL)

In Malaysia, it is mandatory that all public buildings must provide facilities for disabled persons.  In Sep. 20th 1990, an amendment was made to the Uniform Building Bylaws (UBBL) at the 35th National Council of Local Government (NCLG).

The amendment, namely 34A in UBBL, makes it compulsory for buildings to provide access to enable disabled persons to get into, out of and within the buildings.  Buildings already built before the commencement of this by-law must be altered to comply with the by-law within 3 years from the date of commencement.

Under National Constitution article 95A, the provision of NCLG is binding on all state governments.  By-law 34A of the UBBL was gazetted in the State of Penang on Nov. 11th 1993. (State Gazette No. Pg. P.U 26).

Part 2 Graduate Ahmad Syafiq Mohd Unzir has been employed full time with Sydney Access Consultants (Malaysia) Plt since April 2019 and he has been performing design and documentation projects including medium density housing, child care centres, new prestige homes, and upgrades to a local government sports pavilion. He has continued to develop an interest in universal design and here (third from the left) is seen proudly displaying his certificate of completion for conducting Access audits.
